General Policy 2
Requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect landscape/townscape character or local amenity. Officer assessed the ramp and handrails as respecting the chapel's form, scale and design with limited impact on the south elevation, preserving historic detailing.
Strategic Policy 4
Proposals must protect or enhance fabric and setting of Registered Buildings and sites of archaeological interest. The handrails and ramp were judged not to impact the fabric or setting of the registered building (RB341) or adjacent archaeological area, with simple functional design suitable adjacent to historic stonework.
Environment Policy 32
Extensions or alterations to Registered Buildings that detrimentally affect special architectural or historic interest not permitted. The proposals preserve the special interest via discrete ramp in niche with matching materials and simple handrails, with 'small degree of harm acceptable' outweighed by public benefit of accessibility.
Environment Policy 34
In maintenance/alteration of pre-1920 buildings, traditional materials preferred. Conditions require samples of natural stone for ramp finishes to match chapel stone, ensuring appropriate materials despite not explicitly tested in reasoning.
