General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects siting, scale, design, amenity, highway safety, and Conservation Area character without adverse impacts on landscape, wildlife, or traffic. The officer found the dental surgery and apartments compatible with mixed-use zoning, rear extension subservient and not harmful to character or amenity, and highway impacts mitigated by location and cycle storage.
Environment Policy 35
ENV35 requires development in Conservation Areas to preserve or enhance character and protect special features. The rear extension and solar panels were assessed as acceptable scale and finish, not visible from public views, in a rear area of poor character with prior extensions, thus preserving the Area's appearance.
Housing Policy 17
HP17 permits conversions to flats in residential areas if providing adequate amenity space, pleasant outlook, and parking where practical. Though in mixed-use, the officer noted apartments have suitable internal layout and site access supports amenity standards.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Materials approval
The development shall be carried out in accordance with the materials as shown on approved drawing (05)-001 Reason: In the interest of the character and appearance of the building and Conservation Area.
Bicycle and bin stores
The development shall not be occupied or operated until the secure and covered bicycle and bin stores have been provided in accordance with the approved plans. The secure and covered stores shall be retained at all times thereafter. Reason: To promote sustainable travel in the interests of reducing pollution and congestion and ensuring suitable provision of refuge storage is secured.
