Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
The application has an acceptable visual, amenity and highway safety impact and supports wider Government strategies and objectives for active travel and reducing carbon emissions in line with General Policy 2 (b, c, g, h, i and n) of the IOM Strategic Plan 2016.

1.1 The application site comprises of the buildings and land associated with Marown School, Glen Darragh Road, Glen Vine. Surrounding the school is a large playing field with sports pitches and athletics track marked out, there's also a playground marked out for tennis and netball. - 1.2 At the front of the school is a layby pick up and drop of area. Alongside the school is separate staff car parking was has recently been extended under PA 16/00792/B. THE PROPOSAL
2.1 Proposed now is the installation of a new cycle shelter and associated hardstanding works. PLANNING HISTORY - 3.1 Aforementioned the most relevant application is 16/00792/B for an extension to the car park to provide 19 spaces. PLANNING POLICY AND STATUS - 4.1 The application site is designated as Primary School on the Area Plan for the East 2020. General Policy 2 of the Isle of Man Strategic Plan 2016 as a basic guide for assessing the proposed development in respect of visual, amenity and highway safety impacts, along with consideration to wider Government Island Plan and strategies and objectives supporting active and sustainable travel.

5.1 Marown Commissioners - no objections (18/11/2022).
5.2 Department of Infrastructure Highway Services - Do not oppose (02/11/2022). - 5.3 No comments received from neighbouring properties.
6.1 Original submitted plans failed to show the car park as extended under 16/00792/B, and so it was unclear as to the exact location of the proposed cycle shelter in relation to the new car park layout and whether it would impact any of the car parking spaces. Additional information submitted by the applicant by email indicates the proposed shelter to be behind the car parking spaces and towards the back of the site. It indicates that the shelter will be pushed back closest to the playing fields and away from the car park to ensure none of car parking is disrupted and that there is suitable space to move bikes in and out of the shelter.
6.2 The location of the shelter would be towards the rear of the site and viewed in context with the existing school building and the car park and is not considered to be an unreasonable level of development and will not create and visual or amenity harm and will not adversely impact highway safety. The cycle shelter is to provide 10 bike spaces and helping to facilitate
wider government strategies and objectives towards active travel and reducing carbon emissions.
7.1 For the reasons above the application is considered acceptable and to comply with General Policy 2. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons:
