This application has been recommended for approval for the following reason. The application complies with Environment Policy 35 of the Isle of Man Strategic Plan 2016 and as such is considered acceptable.

1.1 The application site is the curtilage of Number 11, Lime Street, Port St Mary an existing two storey terraced property located on the eastern side of the road. The existing property is a Manx cottage with a front elevation directly joining the main highway; this façade is finished in painted render and has an existing timber front door located centrally to the ground floor. - 1.2 The existing door is part timber and part glazed. At the base the door is solid timber with a detailed two panel design. Above the door is glazed and finished with a glazing bar pattern creating 6 glazed sections. - 1.3 The site is located within the Port St Mary Conservation Area. THE PROPOSAL
2.1 The current application proposes the replacement of the existing timber door only with a brown four panel 'timber finish' composite door with a solid uPVC base and glazed opaque panel above. No detail is proposed to the base. PLANNING HISTORY - 3.1 The site has been subject to three previous planning applications, one of which could be considered material in the assessment of this application.
3.2 PA 18/00158/B - Installation of a replacement front door - which was refused (11th July 2019) PLANNING POLICY - 4.1 The application site is located within an area of 'Residential' as identified on the Area Plan for the South 2013, and also within the proposed Port St. Mary Conservation Area. Given the nature of the of the land designation paragraph 7.29.2 and Environment Policy 35 of the Isle of Man Strategic Plan, which set out development in Conservation Areas will only be permitted where they preserve or enhance the character and appearance of the area are relevant. REPRESENTATIONS - 5.1 The following representations can be found in full online;
5.2 Highway Services have considered the proposal and state that there is no Highways interest in this application. (01.09.22) - 5.3 No comments have been received from the Local Authority at the time of writing this report. - 5.4 No comments have been received from neighbouring properties at the time of writing this report.
6.1 The Strategic Plan states that any development within a Conservation Area must either preserve or enhance the character of that area. Lime Street is lined with traditional terraced dwellings a mix of two and three stories and single storey cottages. The front facades along
here contain an array of both stone and render finishes with a mix of timber and UPVC front doors.
6.2.1 When looking at the character and appearance of the proposed works on the surrounding area, the main impact would be making sure that the works preserve or enhance the Conservation Area. As stated above the proposal will preserve the overall Conservation Area and is an alteration which is better suited for the dwelling itself and the surrounding streetscene.
7.1 The proposed door is acceptable in terms of its form, mass and design which preserves the overall Proposed Conservation Area and as such complies Environment Policy 35 of the Isle of Man Strategic Plan 2016.
