Waste Policy 1
Requires waste facilities to meet acknowledged need per Waste Strategy (a), no unacceptable impacts on residents/visual/traffic (b), no harm to landscapes/heritage/ecology/water (c), acceptable highway safety (d). Officer assessed proposal complies fully: need supported by Waste Strategy 2025-2035; no adverse impacts identified; screened by woodland; distances to neighbours mitigate amenity effects.
General Policy 3
Provides exceptions for development on unzoned land, including GP3(h) for works required for interpretation of countryside/wildlife/heritage. Officer found alignment as composting facilitates park maintenance, aiding landscaping/amenity standards per Strategic Policy 1(b).
General Policy 2
General development considerations including visual amenity (b&c), highway safety/parking (h&i). Bays/sod bank improve unsightly existing mounds without harming character; access unchanged and acceptable.
Strategic Policy 1
Efficient use of land/resources. Proposal enables on-site green waste processing for park maintenance.
Spatial Policy 5
Design and visual impact. Uniform bays screened from view, positive contribution close-up.

Highway safety. No issues with existing access shared with reservoir.
Transport Policy 1
Highway safety and parking. Aligns with no-objection assessment.
