The original planning application (24/91373/B) for erection of a polytunnel, glasshouse, and barn/stables at Ballachrink Farm was approved by the Planning Authority but appealed by neighbour Mr Robert Husband on grounds including lack of need, unsuitable access via Brack-a-Broom Lane, siting/scale issues, amenity harm, and countryside impact. The appellant argued no proven local market demand, excessive traffic on the narrow lane, inappropriate siting near the highway with tree loss, and misleading information to the Committee. The Planning Authority and applicant defended the proposal as essential private agricultural/horticultural use on a 16ha holding, with non-permanent structures, screening, and no highway objections subject to conditions limiting to private use. The inspector found no issues with amenity, ecology, drainage, or design but concluded there was no proven essential agricultural need under GP3(f) and EP1, nor sufficient traffic evidence, leading to recommendation to allow the appeal. The Minister accepted the recommendation on 23 October 2025, refusing permission.
