The original application was recommended for approval by the case officer but refused by the Planning Committee on 25 November 2024 for reasons including compromise of Strategic Reserve designation via access road, potential flooding exacerbation, lack of demonstrated housing need, insufficient archaeological mitigation, and highway safety impacts. The appellant argued the site has been zoned for residential development since 1982 with access through the Strategic Reserve acknowledged in successive plans, technical approvals from highways and drainage authorities, no need demonstration required for zoned land, and archaeological sites outside the redline with MNH non-objection. The inspector's inquiry on 15 April 2025 with site visit found the proposal compliant with zoning, access acceptable per Area Plan for the East, no unacceptable impacts on drainage, archaeology, highways or amenities, recommending allowance. The Minister accepted the recommendation on 13 August 2025, approving the appeal subject to detailed conditions.
