The officer assessed the proposal against the Ramsey Local Plan's Mixed Use - Town Centre zoning and found the retail use compatible, unlike a prior refused temporary car park.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design, not adversely affect character/amenity/highways, and provide safe access. Officer found proposal compliant as temporary retail fits mixed-use zoning, visual impact acceptable short-term, no amenity/highway harm.
Environment Policy 43
Supports regeneration of run-down urban areas and re-use of built fabric. Applied to brownfield site to encourage development over vacancy, distinguishing from refused car park by supporting active retail use.
Business Policy 10
Permits retail in established town centres. Temporary expansion for existing garden centre in town centre zoning deemed compliant.
Transport Policy 4
Highways must accommodate development traffic safely. Confirmed by Highway Services as no impact.
Transport Policy 6 - Equal weight for vehicles and pedestrians
Pedestrian needs given equal weight. No issues raised in assessment.
Time limit for temporary use
The use of the site as a temporary garden centre in association with Ramsey Garden Centre may continue until 12 months from the date of this decision notice being final whereupon the use must cease.
Fencing details and removal
Prior to the commencement of any development details of the fencing to be used shall be submitted to and approved in writing by the Department and shall be removed from site within 12 months of this decision notice becoming final and the land restored to its former grassed state.
