Dear Sirs
Thank you for the notifications in respect of the above planning applications. I would like to reiterate my objections to both the appeal and subsequent planning applications in respect of the construction of a second-floor dwelling at 15 Hatfield Grove (“15HG”) as previously stated on the basis of being an immediate neighbour, 13 Hatfield Grove to whom the extension will affect.
Under the conservation aspects in conjunction with the Planning Policy Statement, the Town and Country Planning Act and The Residential Design Guide (citing section 4.6 and chapters 5 & 7), none of the houses in this terraced row (other than no 19 which we understand was outside of the current planning remit) have a second floor extension as proposed by 15HG and therefore the proposed second floor extension would not be in keeping with the area. The majority of the houses in the road either have 2 bedrooms & a bathroom on the second floor or 3 bedrooms on the second floor with ground floor bathroom so a second floor extension is not a common style in this area. Whilst the RDG may be guidance, I would envisage it is in place for a reason and the benefit of the planning process if the proposed planning application does not conform.
With regard to overshadowing, I would strongly disagree with the comments made by the architect representing 15HG. Having lived in the property for some 24 years I can state that my property does indeed have minimal sunlight due to the nature of the surrounding buildings but is not significantly in the shade all day and does have sunlight usually between the hours of 10am to approximately 3pm (in the summer). If a second-floor extension was to be erected at 15HG I would anticipate the overshadowing would affect the already limited light to my property from approximately 11am onwards thus significantly reducing the current sunlight thus causing said overshadowing. In addition, whilst the 45 degree aspect only affects a corner of my property, the height of a second floor extension I believe will still affect my property in what is a tight terraced area.

May I enquire the status of the above application as I note from the online portal that there has been additional comments made by the architect, AH Grace Ltd.but no further notification appears to have been made to residents.
I would like to respond that I still have concerns regarding the impact to my property (both house and outdoor space – as you will be aware these properties have very limited outdoor space comprising of the back yard only) in respect of the reduced sunlight/light in view of the proposed two storey extension with an increased height “in the region of 1.78m”. With regard to the comments from the architect regarding impact, respectively, he does not live in the area and will not be specifically aware
of the light impacts to residents. Maybe the applicant can erect a temporary structure to demonstrate the architects opinions that loss of light to my property will not be impacted
With regard to the conservation area, you will be aware that only one house in the whole of the row of houses in fact has a double height rear kitchen elevation which was put in place some years ago (pre 2000). I note the planning application for no 9 the architect refers to was in 1996 so hopefully this doesn’t set a precedent.
I also believe a skip will be in place for approximately 3 months – hopefully this isn’t scheduled to be on the road as parking is very limited in the area at the best of times.
I trust the residents concerns will be taken into account in respect of this application.

I am writing as owner and resident of 13 Hatfield Grove and adjoining terraced property. I would like to object to the erection of the rear two storey extension on the basis of:
Loss of light
Overshadowing/loss of outlook (although not loss of view as such)
Overlooking and loss of privacy
Effect on conversation area In respect of the above I believe a 2-storey extension would impact the light to my property adversely effecting my wellbeing/mental health and privacy. I already have limited access to direct sunlight in the hours and this would compound the issue. I spend a reasonable amount of time in my yard due to health reasons.
I also understand the property is in a conservation area and previous applications have either been rejected (21 Hatfield Grove) or advised not to proceed. Acceptance of this application could result in more applications being submitted to the detriment of this conservation area.
