The application site is field 2140044, which is located on the western side of the Clenagh Road, and to the south of Sandygate Village. Within the site is a single storey property.
The application site is within an area recognised as being an area of 'white land' not zoned for development under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, nor within an area zoned as High Landscape Value or Coastal Value and Scenic Significance.

The following planning applications are considered to be relevant in the assessment and determination of this application:
The application seeks approval for the erection of detached double garage / utility. The proposal would have a width of 7.5 metres, a depth of 6.5 metres and a ridge height of 4.5 metres.
The Department of Transport Highways Division:- "Do not oppose."
Jurby Parish Commissioners advise that they have no objection.
Inland Fisheries Development Manager:- "No objection however due to the close proximity of the drain to the Lhen Trench measures must be in place during construction works to safeguard the watercourse from run-off and sedimentation."
The Authority has received no privately written representations objecting to the proposal.
The garage would not be readily apparent from the public highway. The proposed garage would be located approximately 80 metres west of the highway and well screened due to the significant boundary treatment which runs along the western boundary of the pubic highway (approximately 3 metres in height), and the significant amount of mature hedging and bushes which run along the entire northern and eastern boundary of the application site (again approximately 3 metres in height).
Overall, the garage would not result in an intrusive feature within the countryside, and would be in keeping with the traditional nature of the existing Manx stone dwelling which has recently received planning permission for residential use and modest extensions.
It should be noted that no planning permission is hereby given for the proposed pond as indicated on drawing 385-03. Additionally, the applicant is still required to comply with Condition 6 of the previous approval which stated; "Prior to the occupation of the converted barn a scaled plan must be submitted to and approved by the Planning Authority indicating the proposed new residential curtilage attached to the new dwelling."
Overall, it is considered the proposal would be appropriate in this location. Consequently the application is recommended for approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of detached garage / utility as proposed in the submitted documents and drawings 2236/1, 385-03 and 385-04 all received on 5th December 2008.
C 3. The roof(s) must be finished in dark natural slate.
C 4. The proposed garage may be used only in association with and for purposes ordinarily incidental to the use of the adjacent dwelling house as a single dwelling.
C 5. Due to the close proximity of the drain to the Lhen Trench, measures must be in place during construction works to safeguard the watercourse from run-off and sedimentation. The applicant is required to consult with the Inland Fisheries Development Manager to discuss such safeguards. Development shall not commence until details of these have been submitted to and approved in
writing by the Planning Authority and once approved the measures shall be completed in accordance with the approved details.

No permission has herbey been given for the proposed pond as indicated on drawing 385-03.
