The Site
The application site represents the curtilage of 6-8 Michael Street, Peel. The property is situated on the southern side of the street.
The Proposal
This application seeks approval for the installation of a replacement shopfront. The existing shop front results in the top third of the window being covered. The proposed shop front would introduce a full height aluminium framed shopfront and door.
Planning Status
The application site is located within an area identified as being within an area of Mixed use by the Peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered relevant:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY The following previous planning application is considered relevant in the assessment and determination of this application: 87/00908/B Use of premises as shop with new shopfront. This was approved. REPRESENTATIONS The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners have not commented on this application. Mr Crookall MHK has requested that he be kept informed of this and all other applications in the Peel area.
ASSESSMENT
The main issues to be considered in the assessment of this application is whether the proposed development would preserve or enhance the Conservation Area in accordance with Environmental Policy 35.
The existing shopfront is not visually attractive and as such does not contribute positively towards the special character of the Peel Conservation Area. Whilst the proposed shopfront is not timber framed which would be more appropriate to this setting, the scheme would represent an improvement to the streetscene by reinstating the full height of the window in line with the adjacent property. It is judged that this would enhance the Conservation Area and accordingly it is recommended that the application be approved.
RECOMMENDATION
Permit.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of a new shopfront 6-8 Michael Street, Peel, as shown by the plans and information P01 and P04 submitted and date stamped 7th November 2008.
C 3. For the avoidance of doubt, no approval is granted or implied for any signage which must form the basis of a separate planning application for advertisement consent.
