Officer's Report
The Site
The site represents the curtilage of Mann Crane Hire which are located within Balthane Industrial Estate, on the southern side of the main spine road. The site presently accommodates an existing building which is set back from the road by a parking strip with up to 6 vehicles parking at rights angles to the road. The remainder of the site beside the building is occupied by manoeuvring space and the storage of vehicles and equipment and some containers.
Planning Status
The site lies within an area designated as Existing Industrial use on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
Planning permission has been granted for the erection of the building on the site under PA 92/0336.
The Proposal
Proposed now is the extension to the building to provide an additional 162 square metres of internal space. The extension will add 12m to the length of the existing building. This space is presently used for storage and manoeuvring space. The building will be finished to match the existing building.
Representations
Department of Transport Highways and Traffic Division and Malew Parish Commissioners indicate that they have no objection to the application.
Department of Transport Drainage Division recommend a condition regarding the disposal of surface water. This states that the application form states that surface water will be discharged to the existing system, it actually states that it will be discharged to the "mains storm drains", not the foul system about which the Department of Transport is concerned.
Assessment
The proposed extension is similar in appearance and massing, to the existing and as such there will be no adverse visual impact from the proposed development. Whilst the space into which the extension will intrude is presently used for storage in part, the site is spacious and can accommodate the extension without adversely affecting manoeuvring or parking spaces. An additional 1.5 - 3 space provision which would be required by the provisions of the Strategic Plan can easily be accommodated within the site.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
