Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling situated on the corner of the A7 main road which runs through Ballabeg and the B43 which runs northward towards Ronague past St. Columba's Church. The property is one of some interest although not identified within the Arbory and East Rushen Local Plan as worthy of Registration, as were other buildings in the village. The property has a slated, pitched roof, a mix of windows including bow windows, single lights and Georgian pane windows and decorative ridge tiling.
Planning Status
The site lies within an area designated on the Arbory and East Rushen Local Plan as Residential.
Planning History
Permission was granted for the erection of a conservatory under PA 97/0903 in the position of the conservatory which is proposed in this latest application.
Permission was also sought and granted for replacement windows under PA 08/0324 and patio doors under PA 08/0325.
The Proposal
Proposed now is the erection of a conservatory on the southern end elevation. The conservatory will extend across almost the full width of the gable and the apex will extend up as far as the cill of the first floor window. The walling will be rendered blockwork to match the dwelling and the windows a similar pattern as the existing gable windows. The elevation towards the B43 will be solid render with no windows.
Representations
Department of Transport Highways and Traffic Division recommend that a condition is attached to require that no surface water is discharged to the main sewer.
Arbory Parish Commissioners indicate that they have no comments.
Assessment
The extension will not adversely affect the appearance of the property and as such there will be no adverse impact from the proposed works which are relatively modest in terms of the size and massing of the main dwelling.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an extension as shown and described in the plans and information all received on 14th November, 2008.
C 3. There must be no discharge of surface water to the main foul sewer.
