Officer's Report
The Site
The application site represents the Manx Co-Operative building, 13 Michael Street, Peel. The building is three storey with the ground floor being used as a supermarket. The site is situated on the northern side of the street and is within the Peel Conservation Area.
Planning Status
The application site is located within an area identified as being Mixed use by the Peel Local Plan (Planning Circular 6/89). The site is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment of this application:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning History
The following previous planning applications are considered relevant in the assessment and determination of this application: 91/01355/D sought approval for the erection of a sign. This was approved. 93/01421/B sought approval for a new shop front and associated signage. This was approved. 01/00272/D sought approval for the erection of shop signs. This was approved.
Representations
Peel Town Commissioners recommend that this application be approved. The Department of Transport Highways Division does not object to this application. Mr Crookall MHK has requested that he be kept informed of all planning applications in the Peel area.
The Proposal
This application seeks approval for the installation of a timber new shop front with aluminium windows. The existing canopy would remain and decorative fluted detailing would be incorporated into the design.
Assessment
The main issue to be considered in the assessment of this application is whether the proposed shop front would preserve or enhance the Peel Conservation Area and as such would be in accordance with Environmental Policy 35.
It is judged that the existing shop front does not warrant retention and that the proposed shop front, being timber and traditional in its design is appropriate to the building and the wider Conservation Area. The retention of the existing canopy is positive and in combination with this, the proposed shop font would act to enhance the Conservation Area.
It is judged that the proposed development would not adversely affect public or private amenity in any way and accordingly it is recommended that the application be approved.
Recommendation
It is recommended that the application be approved.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
