The application site represents the Manx Co-Operative building, 13 Michael Street, Peel. The building is three storey with the ground floor being used as a supermarket. The site is situated on the northern side of the street and is within the Peel Conservation Area.
The application site is located within an area identified as being “Mixed” use by the Peel Local Plan (Planning Circular 6/89). The site is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment of this application:
Environmental Policy 35, which states:
“Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.”
Environmental Policy 37, which states:
"As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals."
The following previous planning applications are considered relevant in the assessment and determination of this application: 91/01355/D sought approval for the erection of a sign. This was approved. 93/01421/B sought approval for a new shop front and associated signage. This was approved. 01/00272/D sought approval for the erection of shop signs. This was approved. 08/01798/B sought approval for a new shop front. This is currently being considered by the Planning Authority.
Peel Town Commissioners recommend that this application be approved. The Department of Transport Highways Division does not object to this application. Mr Crookall MHK has requested that he be kept informed of all planning applications in the Peel area.
This application seeks approval for the ejection of signage to the shop front. The lettering would be raised and individually attached to the fascia. The main signage would be lit be a projecting light, directed onto the fascia. There would also be a small projecting sign to the left hand side of the fascia. The applicant has used a "reversed" colour scheme which consists of a white back ground with blue and green lettering adapted to be more in-keeping with the Conservation Area.
The main issue to be considered in the assessment of this application is whether the proposed shop front would preserve or enhance the Peel Conservation Area and as such would be in accordance with Environmental Policy 35 and Environmental Policy 37.
The signage is considered to be of a high quality with raised individual lettering. The use of the more vivid green colour has been restricted to the "food" part of the shop name. The lighting would be subtle and directed onto the fascia whilst the projecting sign would be modestly proportioned and would not appear dominant. It is judged that overall the scheme is well conceived and would preserve the character of the Peel Conservation area.
It is judged that the proposed development would not adversely affect public or private amenity in any way and accordingly it is recommended that the application be approved.
It is recommended that the application be approved.

a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
This approval relates to the erection of illuminated signage, Manx Co-Operative, 13 Michael Street, Peel as shown by the plans and information 1829/1 and PLMCL-1 submitted and date stamped 24th September 2008.
I confirm that this decision accords with Government Circular No 32/07 (Delegation of Functions to Senior Planning Officer) and GC 33/07 for Advertisements.
