The application site represents the curtilage of Ballakinnag House, Shore Road, Ballaugh. The property is situated on the northern side of the road towards the junction with the A10. To the north of the site is the property Ballatiki.
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:
Housing Policy 15, which states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than of the existing building in terms of floor space (measured externally)."
The following previous planning applications are considered relevant in the assessment and determination of this application:
02/00079/A sought approval in principle to erect a dwelling with granny flat to replace existing dwelling and outbuildings. This application was permitted on review.
02/02581/B sought approval for the erection of a dwelling with linked garage and granny flat over to replace the existing dwelling and outbuildings and garage. This was approved.
08/00873/B sought approval for the erection of an extension. This was approved by the Planning Authority and is the subject of an ongoing appeal.
Ballaugh Commissioners indicate no objection to this application. The Department of Transport Highways Division does not object to this application. We have received no privately written representations on relation to this application.
This application seeks retrospective planning approval for a number of alterations to the dwelling approved under PA02/02581/B. These consist of the removal of one of the dummy chimney stacks, the installation of two additional roof lights to the rear elevations and the erection of a lean-to extension to the rear elevation.
The alterations are relatively minor in terms of impact upon the existing dwelling and the surrounding area in general. The removal of the dummy chimney stack has been necessitated by the decision to install an additional roof light to the rear roof at the southern eastern end. It is judged that the additional roof lights and small extension, being to the rear would not impact upon the amenity of the surrounding area or neighbouring properties.
The removal of the dummy chimney would result in a less balanced appearance when viewing the property from the road side however it is not judged that this would result adversely affect the appearance of the property so as to warrant the refusal of this application.
It is concluded that the development is acceptable.
It is recommended that the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Ballaugh Commissioners. The Department of Transport Highways Division.

This approval relates to the removal of the dummy chimney stack to the south east elevation, the installation of 2 additional roof lights to the rear elevation and the erection of a single storey lean-to extension at Ballakinnag House, Shore Road, Ballaugh as shown by the plans and information SC-R201, SC-R-202 and SC-R-203 submitted and date stamped 18th August 2008.
