The site represents the curtilage of an existing mid-terraced property which sits on the eastern side of The Promenade in Port Erin. The property is a four storey property with flat headed sliding sash windows on the ground and first floors, curved headed windows on the second floor and flat headed sliding sashes on the third floor. There is a four storey three-sided bay to the right of the front door which has single windows directly above it and some of the windows have decorative mouldings above them which are presently painted bright green along with the string course which extends across the frontage on the first floor and across the first floor of the bay. The central bay windows in the ground, first and second floors are all single lights, the original sliding sashes having been replaced.
The site lies within an area designated on the Port Erin Local Plan as Tourism/Recreation and is also identified as a zone of interest although there are no policies which specifically address which features are of particular interest.
Planning permission was granted for the addition of en-suite bathrooms (PA 85/0381), erection of an illuminated box sign (PA 85/440) and dormers on the front and rear elevations (PA 06/1168).
Proposed here is the replacement of the existing windows with white plastic framed casement windows with the same proportions as the existing sliding sashes. Photographs of the front and rear of the property are included.
There have been no representations in respect of this application.
The replacement of sliding sashes with casement windows would not enhance or preserve the property's appearance or character. However, the property is neither Registered nor in a Conservation Area and it would appear from the photographs submitted with the application that the property alongside to the north already has plastic-framed windows.
The property to the south has recently been the subject of an application for conversion to town houses and apartments. In the approval in principle, a condition was attached which stated "Any replacement windows must match the existing in terms of opening style and frame shape. For the avoidance of doubt, windows which are presently sliding sash must be sliding sash and those existing windows which have arched heads must be replaced with windows whose frames have the same shape as the existing". The application for reserved matters proposed the installation of plastic framed sliding sashes. Permission was granted for the installation of plastic framed casements in Gleneagles, to the north, under PA 02/0382. The properties in between have their original timber framed sliding sashes and the first property on the lower corner of Bay View Road has plastic framed casements.
Planning policy, as set out in Planning Circular 1/98 suggests that in urban situations such as this where the building was erected prior to 1920 and where the building has largely retained its original character, the preference is for reinstatement of the original form of glazing which in this case would be sliding sashes, irrespective of material. The Circular goes on to say that the appearance must match the originals in terms of pattern and section of glazing bars.
The applicant has discussed the proposal and now confirms that he intends for the new windows to be rounded headed fixed lights in the upper lights and upward sliding sashes beneath. The flat headed windows would be replaced with flat headed lights to match the apertures. This would represent a wholly acceptable means of replacing the windows and would establish a precedent for future window replacements in the existing buildings in the streetscene.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the replacement of windows where the new windows match the shape of the apertures in which they are to be installed and the bottom lights slide upward (the upper lights may slide downward or be fixed lights). The windows may be framed in timber or plastic.
