The site defined in red represents an agricultural field which lies on the western side of the B43 highway which runs north from Arbory Church to the Colby Glen Road (A27). The field represents part of a larger holding of around 160 acres centred around Ballagawne Farmhouse and two barns alongside. The site has to its north west Ballagawne Reservoir which is covered, and associated treatment works. The site lies one field to the south of the A27 and is just under 2 acres in size.
The site lies within an area designated as "white land", that is, not designated for development on the Isle of Man Planning Scheme (Development Plan) Order 1982.

There have been no applications submitted in respect of this site and only one application for the site of the farmhouse and barns - that being an application for rooflights (PA 00/2316).
Proposed now is the construction of two agricultural buildings. These will be 13 m wide and 36 m long and 6.1 m to the ridge. The buildings will be open on the western side and built with concrete panels to a height of 2.3 m with Yorkshire boarding above and grey cement sheeting on the roof. The buildings will be side by side parallel with the B43.
Also proposed is the widening of the existing roadside access. The existing access is around 8 m wide and it is proposed to widen this by a further 3 m to facilitate access by large farm vehicles.
The Manx Electricity Authority note that there is an overhead line in the vicinity of the buildings and advise the applicant to consult them prior to any decision being made.
Arbory Parish Commissioners indicate that they have no comments to make regarding the application.
There would not appear to be any overhead electricity supply anywhere near the building and after further consultation with the Manx Electricity Authority it would appear that they do not have an objection to the proposal (see letter dated 9th September, 2008).
Whilst isolated buildings are generally not encouraged within the countryside, in accordance with Environment Policy 15, in this case, closer locations are less satisfactory due to an existing water main. The site is alongside an existing reservoir so the location of the new buildings is not in complete isolation. The unit is a sizeable area with few or no buildings to service it and it is not considered unreasonable that buildings of the size proposed are required in the running of this unit.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Manx Electricity Authority no longer have an interest in the application and as such should not be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the erection of a two agricultural buildings as shown in drawings 1, 2 and 3 and MG26184PL all received on 10th July, 2008.
The building must only be used for agricultural purposes.
