The Site
The application site represents the curtilage of Glenmoar House, Sulby Glen Road, Sulby. The property is a two-storey detached dwelling located on the north east side of Sulby Glen Road.
Planning Status
The application site is located within an area identified as Open Space by the Sulby Local Plan 1998. The site is not within a Conservation Area. Housing Policy 15 of the Isle of Man Strategic Plan 2007 states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
Planning History
There have been no previous planning applications considered relevant in the assessment and determination of this application.
Representations
Lezayre Parish Commissioners have indicated no objection to this planning application.
The Department of Transport Highways Division have indicated no objection to this planning application.

The Proposal
The application seeks approval for the replacement of the existing flat roof single storey sunroom to the north west elevation with a two-storey pitched roof extension with dormer windows.
Assessment
The proposed extension is to the north west elevation which is partially visible from Sulby Glen Road, however, screening is offered by a number of large trees and bushes. It is judged that the replacement of the flat roof sunroom with the proposed extension will improve the aesthetics of the property without adversely affecting the locality. There are to be no issues of overlooking or the perception of being overlooked.
The proposed extension and alterations are considered to comply with Housing Policy 15 of the Isle of Man Strategic plan 2007 in that they would not have an adverse impact on the dwelling or the area in general. The extension is in proportion to the existing dwelling and the materials proposed would ensure the extension and alterations will be in-keeping.
Recommendation
It is recommended that the planning application be permitted.
