The application site represents the curtilage of the Manx Electricity Authority Headquarters, Isle of Man Business Park, Cooil Road, Braddan. The site consists of the Manx Electricity Authority head offices and a warehouse used for stores/works.
The site is located within an area identified as being a Business Park by the Braddan Local Plan 1991. The site is not within a Conservation Area.
There have been no previous planning applications considered relevant to the assessment and determination of this application.
Braddan Parish Commissioners have indicated no objection to this planning application.
The Department of Transport Highways Division have indicated no objection to this planning application. The Department of Transport Drainage Division have issued a note relating to the discharge of surface water. We have received no privately written representations in relation to this planning application.
The application seeks approval for a number of alterations as follows: a) Erection of two external transformers located to the south of the existing office unit. b) Extension to the south west elevation of the existing warehouse comprising of a switch room needed for operation of the new sub-station c) Alterations to the car park to create additional car parking opposite to the south west and south elevation of the office unit.
As the site is located within an area designated as a Business Park alterations such as proposed are more likely to be permitted.
The proposed transformers are required for the operation of the new sub-station which is necessary in order to meet the electricity requirements of the Island. The transformers are to be screened by the existing trees and a number of new trees to replace those lost. It is judged that the transformers will not have a detrimental impact to the surrounding buildings or the area.
The warehouse extension is necessary for the operation of the new sub-station and it judged to be modest in size and fits comfortably within the site. Due to the extensions orientation and screening it is judged that this will again have no detrimental impact on the surrounding buildings or the area.
The alterations to the car park and access are in-keeping with the existing facilities and only a small number of trees will be lost. With these alterations vehicles will be able to drive the entire way round the office unit which is safer and more efficient than the current set up.
Overall it is judged that the alterations are necessary to the operations of the Manx Electricity Authority and will not have a detrimental impact to the MEA Headquarters, surrounding buildings, or the area in general.
The notes suggested by the Department of Transport Drainage Division are not material planning considerations and for that reason are not attached to the report, as part of the recommendation
It is recommended that the application be permitted.
