Dear Ms Callow Maughold Parish Commissioners held a meeting to consider planning issues on Thursday 24th July 2008, and would like to submit comment on the following 9 applications:
08/01338/B Seacroft, Dreemskerry Replacement dwelling with 3 car garage and new vehicle access; Modena Lifestyles itd.
The effect of this proposal on the landscape character of the Lower Maughold area is of great concern to the Commission, particularly regarding the size and visual appearance of the nontraditional eastern aspect. It is their view that the proposed building will form a feature that has an adverse visual impact and is therefore unacceptable in terms of Housing Policy 14 of the Island Strategic Plan. This impact would be apparent from across the whole Lower Maughold area; particularly when viewed from a significant length of the Raad Ny Foillan, Maughold Brooghs and Church Road.
It is the view of the Commission that Housing Policy 14 would be further contradicted in that this building (and the previously approved dwelling) is substantially different to the original dwelling in terms of siting and size.
Seacroft is a part of an area of High Landscape Value and Scenic Significance. Indeed the Lower Maughold area has now been identified as a 'Landscape Character Area' in the recently published 'Landscape Character Assessment' document by the DLGE (Area D1, p 59/60). As outlined in this document the strategy is to "conserve and enhance the character, quality and distinctiveness of this area". It is the view of the Commission that the appearance and the scale of the eastern aspect will form a structure that contradicts this strategy.
The Commission objects to the proposals, and believe that this application should be assessed in relation to the original building that formed the dwelling on this site, rather than on the proposal as approved against PA07/00401/B.
08/01350/B Ballafayle E Callow Erection of 2 farm dwellings & refurbishment of stone barn (Amends to App 04/01713/B); Barony Estate.
The Commission notes the proposed increase in the size of this dwelling.
The Commission recommends that the Planning Committee closely consider the proposals with particular reference to Housing Policy 14 of the Island Strategic Plan; in particular how closely the proposed dwelling relates to the original dwelling being replaced in terms of siting and size, and its use as a farm house.
Members of the Commission are concerned to ensure that the proposed increase in size would not result in a dwelling that has an unacceptable visual impact on the surrounding landscape.

The Commission has no objections to the proposals in this application.
08/01360/B Endroamour, Booilushag Alterations & conversion of existing garage to living accommodation & workshop to garage; Mr & Mrs M Southgate.
The Commission has no objections to the proposals in this application.
08/01423/B Faaie Mooar, Port Lewaigue Window Alterations; Mr D R Firth.
The Commission has no objections to the proposals in this application.
08/01467/B Baldromma Cottage Alterations including replacement windows & doors; DLGE.
The Commission has no objections to the proposals in this application.
08/01511/B Creg Ny Molt, Glen Mona Installation of Replacement Windows; Mr D Stoddart.
The Commission has no objections to the proposals in this application.
08/01517/B Maynrys, GM Loop Road Extension to dwelling, driveway and entrance alterations, landscaping works, inc to property cartilage; Mr B Bielich.
The Commission requests that the Planning Committee fully considers whether the size and form of these substantial extensions are appropriate. In particular, the plan area of the proposed 'first' floor indicates an increase which is significantly beyond 50% of the existing building.
It is the view of the Commission that it could be considered that this extension forms a new dwelling within the curtilage of this property; albeit with a short 'link' to the original dwelling.
The Commission are not persuaded of the necessity to extend the curtilage of the property into the adjoining agricultural land for the purposes of establishing a driveway. It is their view that such development does not justify changing the agricultural status of this field. The Commission are particularly concerned that the proposed new driveway and widened entrance will have a negative impact on the character of a rural road.
The Commission are also concerned that landscape works such as the proposal for a substantial block paved driveway are integrated into the landscape sensitively. The Commission recommends that further clarification of the type and colour of materials to be used on the driveway is sought by the Planning Committee.
The Commission would also wish to draw attention to the discovery of lintel graves in the past in the area of the garage, as well as the location of the old Douglas to Ramsey milestone on the hedgerow in the vicinity of the property.
08/01569/B Dhoon Glen Main Road Stabilisation of bank & installation of culvert; DAFF. The Commission acknowledge the necessity to repair the Glen and have no objections to the proposals in this application.
