Site
The application site forms the curtilage of Ballacottier, Andreas Road, Andreas, which is a large single storey detached bungalow located on the eastern side of Andreas Road and east of Andreas Village.
Land Use Zoing / Planning Policy
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.

Proposal
The application seeks approval for the conversion of integral garage into living accommodation. The proposal would result in a lounge, kitchen, dinning room, store and cloak room.

Assessment / Recommendation
The conversion of the garage is a fairly common proposal throughout the Island. Generally, approval is given as long as adequate parking spaces can be provided within the application site. From visiting the site and studying the plans it is apparent that the site can easily accommodate more than 4 four cars on the existing driveway and therefore complying with planning policy.
A slight concern relates to the fact that the existing living accommodation is already substantial and the conversion as proposed would result in two dining, two kitchens and two lounges, therefore possible resulting in two separate dwellings. However, with an appropriate condition in place which states that:- "the additional accommodation created may be used only in association with the main dwelling house "Ballacottier" and for purposes ancillary to the use of main dwelling house "Ballacottier" as a single dwelling", it is considered the above would ensure the dwelling being retained as a single dwelling.
Recommendation
For these reasons the proposal would seem appropriate in this location and the application is therefore recommended for approval.
