Officer's Report
The Site
The application site represents the curtilage of 10 Stanley Road, Peel. The property is a three storey terraced dwelling which faces north east onto Stanley Road.
Planning Status
The site is located within an area identified as Mixed Use by the Peel Local Plan 1989. The site is also identified as being within the Peel Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically Policy 6 'Buildings in a Conservation Area', which states:
"If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare MUST HAVE THE SAME method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE THE SAME pattern and section of glazing bars and the same frame sections as the original windows.
Windows not readily visible from the public thoroughfare must have the same or similar pattern of glazing, but not necessarily the original method of opening, whatever material used in the construction."
PLANNING HISTORY 92/00168/B - Replacement of front windows and door - Permitted 1st January 1994.
Representations
Peel Town Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.
Mr T M Crookall MHK has expressed an interest in this planning application.
The Proposal
This application seeks retrospective planning approval for the installation of replacement windows to the front elevation. The windows are PVC 50/50 split casement windows.
Assessment
Planning Circular 1/98 states that the replacement windows on a property in a location such as this should preferably have the same method of opening and same glazing bars as the original windows.
The original windows on this property were timber sliding sash which were replaced with PVC casement windows ( 92 / 00168 / B ) which did not match the method of opening or glazing bar pattern. Although not sliding sash the current windows are an improvement on the windows that preceded them. The current windows replicate the glazing bar pattern of the original sliding sash windows and are therefore judged to not have a detrimental impact on the appearance or character of the property or the Conservation Area.
