The application site represents an existing workshop located at Glen Vine Bungalow, Main Road, Glen Vine, Marown. The building, which is in a poor state of repair is situated to the north west of the dwelling and uses the same access from the A1 road.
The application site is located within an area identified as being Residential Use by the 1982 Development Order.
This application seeks approval for the alteration of the existing building which is currently used as a workshop and store to a light industrial/commercial store. The application sets out that the existing building is used as a builder's workshop by the applicant who resides at Glen Vine Bungalow. Proposed is the alteration of the building with the existing footprint remaining. An existing lean-to would be replaced by a similar type of lean-to and the existing windows of the building would be blocked up internally. The walls would be rendered and the roof would be finished in profiled sheeting.
The following previous planning applications are considered relevant in the assessment and determination of this application:
98/00699/A sought approval in principle for the replacement of the existing motor museum with a private garage and general store with living accommodation above. This was approved.
02/01168/B sought approval for the erection of a replacement storage/maintenance garage to rear of Glen Vine Motor Museum. This was approved and the building can be seen on the aerial photograph to the immediate north of the proposal site.
The Department of Transport Highways Division has not commented on this application. Marown Parish Commissioners requested that further information be supplied in relation to the proposed use of the building. This was received and sent to the Commissioners. No further comments have been received.
The Isle of Man Fire and Rescue Service has commented on this application in relation Building Control issues. The Department of Transport Drainage Division requests that condition be attached relating to the nearby sewer pipe. We have received no privately written representations in relation to this planning application.
The main issues to be considered in the assessment of this application are the visual impact of the proposed alterations and the impact of the proposed use of the building upon the surrounding area.
Visually, it is considered that the alterations and external treatments proposed would result in an improved appearance to the building. There would be no discernable increase in height and the footprint of the building would remain as existing. It is therefore judged hat the alterations would represent an enhancement over the existing situation in visual terms.
The proposed use of the building has raised concerns with the Local Authority. The application proposes the use of the building as a workshop and storage facility for the applicant Creer and Kelly Ltd (The business is owned by Mr Kelly who resides at Glen Vine Bungalow and currently uses the shed as a workshop and storage). The additional information submitted in relation to the proposed use states that the building would "provide a storage unit for the likes of documents, personal items, furniture or similar 'dead' storage matter." This would suggest that the building is to be used for storage ancillary to the use and enjoyment of Glen Vine Bungalow. It is considered appropriate to
limit the use of the building to a workshop with storage and to require that the building remain incidental to the use and enjoyment of Glen Vine Bungalow.
It is concluded that subject to conditions, the proposed development would not have an adverse impact upon the surrounding area.
It is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the alteration of the existing building and its conversion to a workshop with storage as shown by the plans-and-information 4101/L1, 4101/S1 and 4101/P2 REVA submitted and date stamped 11th June 2008 and Agent's Letter submitted and date stamped 7th October 2008.
C 3. The building hereby approved may be used as a workshop with storage. Approval does not extend to the use of the site for retail purposes or as a skip transfer station or for the storage or distribution of dangerous goods (as defined in the Road Traffic Act: Road Vehicles carrying Dangerous Goods (Maintenance and Use) Regulations 2000) or coal or items which could give rise to nuisance to adjacent land users by virtue of dust, noise or smell.
C 4. The building shall remain incidental to the use and enjoyment of Glen Vine Bungalow, Main Road, Glen Vine.
C 5. Public sewerage crosses this site. The line of the sewer(s) must be identified before development work commences. The sewer(s) must be fully protected whilst all building works are being carried out. No part of the proposed development may be constructed, nor any trees planted, within three metres of any public sewer either at the time of construction or at any time in the future.
It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses. Appropriate measures must be taken by the developer / occupier of the premises to ensure compliance with the legislation.
