The application site represents the curtilage of Norwood, Mayhill, Ramsey. The property is a terraced dwelling which faces East onto Mayhill.
The site is located within an area identified as being Predominantly Residential Use by the Ramsey Local Plan 1998. The site is not within a Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically category c) 'Buildings erected before 1921 and not falling within categories a) or b), which have largely retained their original character'. Policy 7 i) 'Buildings in an Urban Setting' states:
"In an individual building, or group of buildings whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable, or existing windows are not originals, the preference will be for replacement windows in the said principle elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.
Windows not part of the principle elevations and which are not readily visible from the public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in their construction."
There have been no previous planning applications considered relevant in the assessment and determination of this application.
Ramsey Town Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.
We have received no privately written representations in relation to this planning application.
The application seeks approval for the replacement of the existing casement front windows with PVC casement windows.
Planning Circular 1/98 states that the replacement windows on a property of this age should preferably have the same method of opening as the originals and must have the same or similar pattern and section of glazing bars as the originals. In this proposal the method of opening does match the original however the glazing bar pattern on the larger 2nd floor window is not replicated. Although not ideal the proposed glazing bar pattern of this window is still sympathetic to the character of the property and is judged to not have a detrimental impact on the street scene. Planning Circular 1/98 does not require that the original material is used in replacements and therefore PVC is judged to be an acceptable material.
It is recommended that the application be permitted.
