The application site represents the curtilage of Clover Cottage, Main Road, Sulby. The site is located on the southern side of Main Road and west of the Sulby Bridge.
The site is located within an area identified as Predominately Residential by the Sulby Local Plan Order 1998. The site is not within a Conservation Area or within an area of high landscape value or costal value and scenic significance. General Policy 2 of the Isle of Man Strategic Plan 2007 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
05/00966/B - Demolition of existing dwelling and construction of replacement dwelling on site of Clover Cottage together with remedial works to adjoining property - Permitted 17th November 2005
07/00456/B - Erection of a replacement dwelling - Permitted 30th April 2007 07/01448/B - Erection of a detached garage / store and garden shed - Refused 1st October 2007
Lezayre Parish Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.
The Department of Transport Drainage Division have issued a note relating to surface water and sewerage.
The Inland Fisheries Development Manager has issued a note relating to distance from the watercourse.
The application seeks approval for the erection of a detached double garage. The proposed pitched roofed detached garage would have a width of 9.4 m , a depth of 6.8 m and a maximum height of 4.7 m . The garage would be located approximately 7 metres to the south east of the dwelling and will include a small WC to the south west elevation.
Initially, the site received planning permission (05/00966/B) for a replacement dwelling which included an attached single garage. Subsequently, the site has also benefited from an additional approval (07/00456/B) for alterations to the previous approved scheme, which included the removal of the attached garage and replaced with a two storey addition which provided additional living accommodation. Parking provisions for this application was a hardstanding area to the east of the dwelling, which included parking and turning provisions. Further planning permission (07/01448/B) applied for a proposed detached triple garage. This was refused due to its size, siting, height and prominent location. It was viewed that this proposal would result in an introduction of an unduly
prominent and incongruous feature into the locality when viewed from Main Road and Mill Race, which would be detrimental to the visual amenities of the area.
The proposed double garage in this application is much smaller than what previously sought permission. The proposed garage is 2 m less in width and 1.2 m less in height; it is still the same depth. With this decrease in size it is judged that the proposed garage is in accordance with the provisions of General Policy 2 as it is in proportion to the previously approved dwelling and will fit comfortably within the site without having a detrimental impact on the visual amenities of the area.
The notes suggested by the Department of Transport Drainage Division and the Inland Fisheries Development Manager are not material planning considerations and for that reason are not attached to the report, as part of the recommendation.
It is recommended that the application be permitted.
