Architects Design Statement
1.0 Introduction
Planning Approval was granted for a new access to the building at the A14 and A10 on 12 December, 2007.
The Department wishes to supplement the new road with additional landscape works to the south western boundary of the site adjacent to the former airfield for reasons set out below.
2.0 Proposed Works
2.1 Former Taxiway - South West Boundary
2.2 As a result of the construction of the new road through the estate, the Department will no longer have a need for vehicular access along the former taxiway behind the former hanger buildings Nos. 230, 244 & 267.
To support the growing leisure usage of the former Airfield, the Department has agreed to convey half the taxiway to DOT Estates for use as an internal access route when motorsport and karting activities are taking place.
To provide separation and screening and add additional landscape infrastructure, the Department is proposing to create a landscaped mound on the line of the remaining section of the taxiway as indicated on the Application drawings.
The mound will be grassed using one of a number of methodologies agreed with DAFF and will be topped by a hedge and landscaping.
Timber agricultural style gates will be installed at each end of the access route created.
The proposals have been evolved in consultation with DOT Estates and DAFF and the proposals are acceptable to the Jurby leisure users who have been formally consulted.
2.3 The Mounds
The mounds will be constructed from material excavated as part of the creation of the new road and potentially from material which will be generated by the remediation of the proposed housing site opposite the Industrial Estate.
2.4 The Remaining Areas of Landscaping
The remaining areas of landscaping indicated will be implemented over a number of Financial Years as funds permit and new development is taken forward on the Industrial Estate with a view to establishing a landscape infrastructure which will mature over a 5-10 year period.
3.0 Grass and Landscape Specification
3.1
It is proposed that the specification for grass and hedging will be agreed in detail with DAFF subject to the season and availability of local seed/turf at the time the works are being implemented. The Department is willing to accept this as a Planning Condition if required.
4.0 Summary
4.1 The landscape proposals are clearly conceived and link Jurby's past and future. The works to the former taxiway make a positive contribution to the development of leisure activities on the former Airfield and will help to improve the micro climate around the Industrial Estate 4.2 The proposals have been discussed with DAFF and the Planning Department and are acceptable to them. 4.3 Once constructed the new landscape works will be managed by DLGE.
