Officer's Report
This application is permission to retain a mobile classroom which was erected under a temporary permission.
The applicant has stated that the need for additional accommodation is "partly due to a rise in the number of pupils . . . and partly due to changes in the methods used to deliver the curriculum . . ."
As a temporary method of meeting that need, this proposal is acceptable, if disappointing. The application indicates that "consideration will be given for the inclusion of a 2-classroom extension in the capital programme".
Furthermore, the applicant has requested that the temporary period runs concurrently with a similar permission (06/01529/B) for a mobile classroom adjacent to the site, which expires on the 23rd January 2012. This seems logical and would give clarity to applicants that both buildings have to be removed after that date.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Mr Jessop of Seacliffe, Old Castletown Road, Port Soderick, given his distance from the application site is not granted Interested Party Status under the provisions of Planning Circular 1/06.

C 1. This permission relates to the retention of a mobile classroom as shown in drawing numbers 8864/1 and 8864 / 2 date stamped 7th March 2008.
C 2. This permission expires on the 23rd January 2012, after which date the mobile classroom must be removed from the site unless there is by then planning approval for a further period.
