THE SITE The site represents the residential curtilage of an existing dwelling situated to the south of Castletown, to the north of Scarlett. The site is roughly square in shape and around 0.8ha (2 acres) in size. The house was originally Victorian but has been the subject of a number of extensions and alterations over time such that there is no predominant principal elevation.

The site is identified as within a wider area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982. The land to the north is designated as Proposed Predominantly Residential but referred to in the Castletown Local Plan of 1991 and the Southern Sector Plan of the same year as to be re-designated as Open Space.
Planning permission was sought and granted for alterations, extensions and landscaping under PA 07/1085.
Now proposed are amendments to the latest scheme. The changes are relatively minor and do not increase the footprint of the house substantially. The garage is to be moved to the south western elevation which reduces its impact on the elevations, rooflights are to be added and some of the proposed annexes previously approved. Also proposed is a landscaping scheme which involves the removal of a number of trees - mainly sycamores and two laburnum, some of which are jeopardised by the proposed works and others already too close to the existing property.
The Fire Prevention Officer requests the installation of smoke detection which is dealt with as part of the Building Regulations and as such is not a planning matter.
Malew Parish Commissioners indicate that they do not object to the application
Department of Transport Highways and Traffic Division indicate that they have no objection to the proposal
Department of Transport Drainage Division recommend that the applicant is advised that the Biodisc system to be installed must be in accordance with the Building Regulations and other regulations
Manx Electricity Authority recommend liaison in respect of existing electricity supplies
The proposed works represent only minor alterations to what already has approval and are not detrimental to the appearance of the property or its impact in the wider environment. The trees to be removed are mainly part of a self-seeded group of trees and their loss will not affect the value of this landscape feature.
The matters referred to by Department of Transport Drainage Division, Manx Electricity Authority and The Isle of Man Fire and Rescue Service relate to items which are the subject of other legislation and such matters should be referred directly to the application and are not relevant to the planning decision notice.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Manx Electricity Authority and The Isle of Man Fire and Rescue Service raise issues which are not material planning considerations and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings 4099-LP, -SK1. -SK2, -SK6, -8 Rev A, -9, -10 and -11 all received on 18th March, 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
