Design Statement
Cronk E Chule is located on Wheel Hill in Laxey. The property lies adjacent to the Lady Isabella Wheel and is within a Conservation Area.
Cronk e Chule comprises of three existing buildings a) the main dwelling, a 1970's constructed detached bungalow, b) a converted two storey stone outbuilding which serves as a garage block with storage at 1st floor level and c) a small single storey outbuilding serving as a tank room and WC.
This application relates to building b) the converted outbuilding / garage / store. The two-storey outbuilding is of traditional stone-built construction with a modern cut timber roof and fibre cement slates over. Alterations were undertaken to form extended garaging which later introduced cement render panels to the front elevation.
The outbuilding historically served as an agricultural building forming part of a cluster of buildings servicing the former farm.
A previous approval was given for the enlargement of doors and additional garaging to the stone outbuilding which was completed in 2008, PA No.08/00127/8.
This application seeks to renovate the 1st floor storage area to form a craft/sewing room with the creation of a new external staircase for "ambulant persons" access.
The external staircase would be located on the South-east elevation and is to be constructed of masonry with traditional Manx stone facing to match the existing outbuilding. The existing first floor window would be adjusted to form a new doorway by removal of a small panel of masonry below the existing opening; the height of the existing window head would not be adjusted.
The balustrading for the staircase has been considered and would propose to replicate the existing railings located on the Lady Isabella wheel water tower. Photo 1

The balustrading to the staircase would be of cast iron (or replica aluminium) and painted black. The staircase would incorporate a storeroom within the void below, the proposed doors would also be in timber and painted black. The new 1st floor exterior door would be in traditional timber and painted black.
The proposal would seek to alter the existing two windows located on the South-west (front elevation) at 1st floor to form one single window. The new window would be of timber construction and painted black.
A new roof is required with the proposal for the introduction of Velux "Conservation" type roof windows to provide natural light.
All proposed thermal upgrades and general building upgrades are to be undertaken in accordance with current building regulations.
The owner is retired and understands his requirement for improved accessibility generally at his property. The proposal for staircase access for "Ambulant persons" commands a stair riser of 150 mm which is manageable at this time for the applicant.
