Officer's Report
The Site
The site represents the curtilage of The Coach House which sits on the corner of the main A7 highway through Ballabeg and the B43 which leads from Ballabeg to the Colby Glen Road to the north. The existing dwelling is a horizontally proportioned property with a variety of windows, some with shutters, one round, some vertically proportioned, some horizontal, some square, some bow, with a centrally positioned front pitched roofed dormer and front single storey mono-pitched porch. The site lies across the road from Parville, a Registered Building and with St. Columba's Church, to the rear.
Planning Status
The site is specifically identified as Residential on the Arbury and East Rushen Local Plan.
Planning History
Planning permission was sought for the erection of a conservatory under PA 97/0903 which was permitted and for the replacement of windows under PA 08/0324 - pending consideration but recommended for approval.
The Proposal
Proposed is the replacement of a single rear door and side windows with a pair of patio doors. The doors will be framed in white plastic with external glazing bars. 8 April 2008
Representations
Arbory Parish Commissioners indicate that they have no objections to the proposal.
Assessment
The doors will be similar in form to the windows which are to be replaced in the remainder of the building under the contemporaneous application. The building is not Registered or recommended for Registration although between two buildings of interest within the village and within the Conservation Area which was proposed in the Arbory and East Rushen Local Plan.
However, until any Conservation Area is designation is adopted, there is no requirement to preserve or enhance the appearance or character of the property and it is unlikely that the present windows and door are either original or replicate the original form of glazing. As such the proposed form of glazing is not objectionable and would not be contrary to the provisions of Planning Circular 1/98.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
