The application site 6 Auckland Terrace, Parliament Street, Ramsey, is part of a row of two-storey terraced properties, located on the northern side of Parliament Street. 6 Auckland Terrace is on the Protected Buildings Register as RB 152.
Conversion of office to an opticians (In association with 08/00005/CON)
As per the Planning Application.
I have considered the content of the application with particular consideration to Policy RB/5 Alterations and Extensions to a Registered Building as set out in Planning Policy Statement 1/01, Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.
Whilst the drawings are a little scant in their detail, there is sufficient to understand what is intended. In terms of the Registered Building, the works are confined to the interior in the form of the division of space on the Ground Floor via the insertion of partitions. If there are any historic covings in place, these partitions will have an impact on them. I will seek further detail of these junctions. Also proposed is the creation of a Workshop in the Basement which appears to be confined to the installation of wall mounted units. Initially, the proposed use is perfectly acceptable as the impact on the structure is fairly minimal.
There is a minimal change to the main stairs which involves the creation of a ramp. This has been done successfully elsewhere where the ramp has been formed over the existing stairs. Again, these details will be dealt with by Condition.
The formation of the Ground Floor WC will entail the enlargement of the existing doorway. Again, the detail will be dealt with via Condition.
RECOMMENDATION: I recommend approval of this application. PARTY STATUS As set out in the Planning Officer's Report on 08/00005/CON.

C 3. PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest and provided for approval by the Planning Committee. Such a record to be prepared in consultation with the Conservation Officer of the Department's authority.
C 4. PRIOR to the commencement of any building works, further large scale (minimum 1:20 / 1:10) detail drawings are to be produced of the new internal doors to indicate the framing detail, architrave and materials are to be provided for approval by the Planning Committee. Authority
C 5. PRIOR to the commencement of any building works on site, large scale (minimum 1:20 / 1:10) details of the internal ramp to the Ground Floor are to be submitted for the approval of the Planning Committee. Authority
C 6. PRIOR to the commencement of any works on site, the applicant is to submit further large scale (minimum 1:20 / 1:10) details of the junction of the new internal stud partitions with the existing cornicing to the wall / ceiling junctions.
N 7. No approval is indicated to the removal and replacement of any of the internal doors other than that that serves the new Ground Floor WC. Any replacement of doors other than this, should be the subject of further approval.
