Officer's Report
The Site
The application site represents the curtilage of the residential dwelling Elm Bank, Stanley Terrace, Christian Street, Peel. The property is a three storey end terrace building which was formerly used as a residential care home. The property has since been converted back to a single dwelling house under PA 05/01762/R.
Planning Status
The application site is located within an area identified as being Mixed Use by the Peel Local Plan (Planning Circular 6/89). The site is also within the Peel Conservation Area.
Within the adopted Isle of Man Strategic Plan, the following policies are considered relevant in the assessment and determination of this application:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning History
There are no previous planning applications considered specifically relevant in the assessment and determination of this application.
Representations
The Department of Transport Highways Division does not object this application. Peel Town Commissioners recommend that this application is approved. We have received no privately written representations in relation to this planning application.
The Proposal
This application seeks approval for the installation of a replacement front door and side panels. The application form states that the "front door would be [sic] white PVC frames, with blue traditional front door leaf". The existing door is painted timber with a decorative timber frame surrounded by top and side lights.
Assessment
The main issue to be considered is whether this proposal would comply with the provisions of Environmental Policy 35, and specifically whether the proposed replacement front door and side panels would preserve or enhance the Conservation Area.
The existing door and surround is a feature which adds considerably to the character of the existing dwelling, having intricate detailing typical of a property of this age. The proposed replacement door and side panels would fail to replicate this detail and as such would detract from the character of the property and consequently would fail to preserve or enhance the character of the Conservation Area, contrary to the requirements of Environmental Policy 35.
Recommendation
It is recommended that the application be refused.
