Officer's Report
The Site
The application site represents the curtilage of Ballig Farm, West Baldwin. The property is located on the eastern side of the B22 road. The dwelling sits within its own grounds and benefits from substantial screening. The front elevation of the dwelling faces south.
Planning Status
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.
Planning History
The following previous planning applications are considered relevant in the assessment and determination of this application:
Planning application 02/01988/B sought permission to extend the dwelling to provide additional living accommodation. This was approved.
Representations
The Department of Transport Highways Division does not oppose this application. Braddan Parish Commissioners do not object to this application. The Isle of Man Fire and Rescue Service attaches a note relating to the installation of smoke detectors. We have received no privately written representations in relation to this planning application.
The Proposal
This application seeks approval for the retention of revisions made to the extension approved by 02/01988/B. The revisions are mainly confined to the south east and north east elevations of the property and include the construction of a chimney, a revised fenestration to the south east elevation and a slate roof instead of a glazed roof over the centrally located "in-fill" extension. Also proposed is the addition of two solar panels to the extension roof.
Assessment
The combined impact of the revisions is considered to be relatively minor. The works are contained to the south east and north east elevations of the property which are not readily visible from the highway or any neighbouring properties. There is little visual change to the previously approved extension which would remain in-keeping with the existing dwelling and would not detract from the surrounding area.
Recommendation
It is recommended that the application be approved.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
- The Department of Transport Highways Division.
- Braddan Parish Commissioners.
Accordingly the following parties are not granted Interested Party Status:
- The Isle of Man Fire and Rescue Service.
