Officer's Report
The proposal is convert the existing garage into a habitable room. The proposal will have very little impact on the visual amenities of the locality. There is sufficient parking within the site. I therefore recommend that planning permission be granted subject to conditions.
The Isle of Man Fire and Rescue Service have recommended that the application be refused as the playroom is an inner room and the means of escape in case of a fire would be via a utility room. The Fire Service considers this to be unsafe if the utility room was the room where the fire had originated. The safe nature of the extension is a building control matter and not a material planning consideration. I therefore attach no weight to the Fire Services comments.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst Isle of Man Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the conversion of an existing garage into living accommodation as shown in drawing numbers 2145/1, 2145/2, 2145/3, 2145/4, 2145/5, 2145/6, 2145/7 and photographs date stamped 20th November 2007.
C 3.
No facing materials shall be used other than materials similar to those used on the existing building.
