development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that: (a) the development would not harm the character and quality of the landscape; or (b) the location for the development is essential." 7. "Housing Policy 15: The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)." ### Planning History 8. The following previous planning application is considered relevant in the assessment and determination of this application: Erection of a rear porch - 09/01489/B – APPROVED Erection of two storey extension to provide additional living accommodation - 08/00145/B – APPROVED Extension to cottage and erection of stables - 98/00019/B – SPLIT DECISION Alterations and extensions to dwelling and creation of a new driveway - 95/01049/B – APPROVED ### Representations 9. The Highway Division and the Michael Commissioners have no objection. 10. No privately written representation has been received objecting to the application. ### Assessment 11. The first issue is the relevant Housing Policy to consider for this application. From studying the plans and from visiting the site it is clear that the property is of a traditional design. Consequently, Housing Policy 15 should be considered. 12. This policy indicates that the existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. The policy goes on to indicate that only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space. 13. The property has been extended previously with a rear two storey extension (1995), a single storey side extension (1998), a further two storey extension (2008) and a rear porch extension (2009). The extensions approved in 1995 and 1998 were clearly before the adoption of the Strategic Plan in 2007, whilst the last two extension where approved after. 14. The policy seeks to control the size of extensions over traditionally styled buildings, stating that permission will only exceptionally be granted for extensions over 50% of the existing building. 15. If taken as total extensions over the original property (155.6 square metres), all the approved extensions would be approximately 133% increase over the original. 16. Alternatively, taking the existing floor area of the property as it stands currently (including previous extensions) the property has a floor area of 312.9 square metres.
