The Site
The site represents the curtilage of an existing newsagent’s shop on the corner of Quine’s Corner and North Quay.
Planning Status And Relevant Policies
The site lies within an area designated on the Douglas Local Plan of 1998 as Mixed Use – Town Centre. This area stretches from Ridgeway Street to Bank Hill. The property lies within one of Douglas’s Conservation Areas.
Planning History
Planning permission was sought and granted for a larger area to be converted from shops to a coffee shop, restaurant and fish and chip shop under PA 06/1161. Planning permission is being sought concurrently for the change of use of the premises to a coffee shop (PA 07/1905).
The Proposal
Proposed now is the erection of signage to announce the operation of the coffee shop proposed under the concurrent application. The signage will be plastic and including the name of the coffee shop - Jabberwocky across the three sides of the shop. This replaces old and tired signs which advertise the names of the newspapers presently sold from the shop. The signage will not be illuminated.

Douglas Corporation and Department of Transport Highways and Traffic Division indicate that they have no objection to the proposal.
Assessment
The signage is an improvement on the existing signs and this, accompanied by the application of the coffee shop name on the windows, the application of stuck on screens on the lower part of the windows and the colouring over of the existing blue mosaic style tiles will greatly improve the appearance of the property.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.
a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.

This permission relates to the installation of signage as shown in drawings and photographs received on 12th October, 2007.
