Officer's Report
The Site
The site represents the curtilage of Park Farm - no longer a working agricultural unit - situated on the western side of the Clennagh Road which runs from Newtown to Stuggadhoo crossroads. The site accommodates a number of buildings including a house and outbuildings.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is, not designated for development.
Planning History
The following applications have been submitted in respect of this site:
- PA 93/0486 - change of use from private residential to holiday accommodation - permitted
- PA 98/0442 - erection of rear porch incorporating flue and chimney stack - permitted
- PA 97/1023 - erection of stable block - permitted
- PA 98/0091 - alterations and extension to dwelling and erection of garage - permitted
- PA 00/1154 - erection of front and rear porches - permitted
- PA 02/0116 - erection of agricultural building - permitted
- PA 02/1243 - approval in principle for erection of a dwelling and garage - withdrawn
The Proposal
Proposed now is the removal of an existing garden room on the rear (northern) elevation and its replacement with an extension and the addition of a bay window on the front (southern) elevation. The existing sun room is not particularly attractive - a lean-to structure with modern glazing pattern. The replacement will be larger - 9m long compared with 5m and projecting 5.7m from the rear elevation compared with 4m of the existing sun room. The new bay window takes the place of three vertically proportioned single lights on the front elevation.

There are no representations in respect of this application.
Assessment
The new extension is not prominent as viewed from the public highway and replaces a structure which is not particularly attractive. The new bay is an attractive feature and will not be out of keeping on the front elevation which already has two projecting annexes.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
