The site represents the curtilage of a former hotel school/hotel situated on the northern corner of the junction of Bay View Road and the Promenade. The building occupies almost all of the site, with a small strip of land between the building and Bay View Road and a front garden between the front of the building and the Promenade. The building is stone faced to Bay View Road with render bands around the windows, a two storey rendered projecting bay, a three storey stone faced bay and a three and a half storey projecting bay: the Promenade frontage is rendered with mouldings over the windows and dentilled cornice on part of the elevation with a four storey three sided bay. The
building has a slated roof throughout. The Bay View Road elevation has a single storey annex with timber glazing which was possibly added after the building was constructed.
The site lies within an area designated on the Port Erin Local Plan of 1990 as Tourism/Recreation. The Local Plan acknowledges the potential importance of some of the buildings forming the Promenade and suggests that a variety of uses would be acceptable in the interests of preserving the fabric, excluding office use.
Planning permission has previously been sought for internal alterations under PA 86/0543 and 88/1490) and for the change of use to a university hall of residence (PA 89/1236). Most recently planning permission was granted for the principle of the conversion of the building to four one bedroomed apartments and two 2 bedroomed town houses (PA 07/0566). The only specific condition attached to this permission required that any replacement of the windows must involve a replication of the existing sliding sashes with the windows shaped to match the apertures in which they are to be fitted.
Now proposed are the details of the previous approval in principle. The town houses have three floors and one has two bedroom and the other three bedrooms. The four apartments are single bedroomed but spacious and all have principal views out onto the bay.
The external changes involve the replacement of the existing windows with plastic-framed sliding sashes, repair the existing roof, installation of a lift shaft with lead-covered dormer roof set well back on the Bay View Road pitch, removal of an existing redundant chimney, installation of first and second floor windows on the Bay View Road elevation and replacement of the front sun room with a smaller but more substantially built structure.
There is no provision for on-site car parking as was the case with the aip. approval in principle
There is a letter received from the owner of Aalin Seafront Holiday Flats which are immediately alongside the application site. This party expresses concern, as he did with the approval in principle, that the works are undertaken as soon as possible to ensure both that the building does not fall into further disrepair and that the works are not undertaken in the main holiday season.
Isle of Man Water Authority recommend the attachment of a note regarding the provision of water supplies to the development.
The Isle of Man Fire and Rescue Service recommends consultation regarding fire precautions.
The scheme accords with the approval in principle in all respects. Whilst the drawings show that the existing windows are bottom opening casements, they are shown in the photographs as being timber framed sliding sashes. Their replacement with plastic framed sliding sashes will accord not only with the conditions of the approval in principle but also decisions regarding the adjacent properties in Bay View Road - Mona House and Davlin (PAs 07/1501 and 07/0166) where plastic framed sliding sashes have also been installed.
There is no space for car parking within the site and this was dealt with in the approval in principle where provision was made as the site is located close to the town centre and to public transportation routes.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The owner of Aalin should be afforded party status as this property is directly alongside the application site.
Isle of Man Water Authority and The Isle of Man Fire and Rescue Service both raise issues relating to other legislation or procedures and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the existing building to two town houses and four apartments all as shown in drawings P01B, P05A and P06 all received on 14th September, 2007.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 2. For connections to Flats and Apartments the following apply - "Water Supply to Flats and Apartments - Regulations", and if applicable a "Form Of Undertaking In Respect Of Supply Pipes" will be required. Copies of these documents can be obtained from the Isle of Man Water Authority or alternatively by contacting the Isle of Man Water Authority Byelaws Inspector (Les Quayle on telephone 695957).
N 3. The applicant is encouraged to liaise with the owners of the adjacent property, Aalin, to try to avoid any adverse impact from the works necessary to undertake the development on the operation of the tourist accommodation available during the holiday season.
