This site represents the curtilage of the detached two-storey dwelling “Coan Buigh”, a north facing detached property located on the outskirts of Ballaugh (Ramsey side). The building sits on the southern side of the A3 main road close to the 30 mph designated speed limit area of Ballaugh. The dwelling has no immediate neighbouring properties, although there are other properties approximately 100m to the east and west of the site. The site has a large rear garden with a detached garage. At present the property is characterised by two very long windows on the front, north facing elevation, stretching across approximately 2/3 of the front of the property.
The site is located within an area identified by the 1982 Development Order as being an Area of High Landscape Value.
There are no previously submitted planning applications with regard to this site.
The Department of Transport Highways Division indicates no objection to this planning application. Ballaugh Parish Commissioners indicate no objections to this planning application. The Manx Electricity Authority has issued a note to be attached to any subsequent approval. The Isle of Man Fire and Rescue Service has requested that a note relating to the installation of smoke detectors be attached to any subsequent approval.
There have been no privately written representations in relation to this planning application.
Proposed here is the removal of existing extensions on the rear elevation of the property and the construction of a new extension consisting of two two-storey sections either side of a one-storey section. Also proposed is the erection of a storm porch on the west end of the proposed new extension in place of an existing glazed porch. It is also proposed to re-arrange the fenestration on the front, north facing side of the property. The existing long windows on the ground and first floor of the property would be divided by new sections of wall to create two smaller separated windows on each floor, resulting in there being three identical windows on each floor of the north facing elevation of the property. The materials proposed are to match those of the existing building.
The proposed extension to the rear of the property, on the south facing elevation, is considered to represent an improvement over the existing rear extensions, creating a more balanced south elevation. The extensions would not be readily viewed from the main thoroughfare and as such there would be little visual impact resulting from this development.
The proposed alterations to the fenestration of the north elevation of the property would be visible from the highway, however the creation of three separate, similar sized windows is considered to represent an enhancement to the appearance of the property.
It is therefore considered that this development is acceptable and it is therefore recommended for approval.
