THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises the curtilage of Braddan Church, which is located at Braddan Bridge in Braddan.
The proposed development comprises of alterations to the church hall to erect of a single storey extension and associated decked seating area.
PLANNING HISTORY
Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
REPRESENTATIONS Braddan Parish Commissioners do not object to the planning application. The Department of Transport Highways Division do not oppose the planning application. The Department of Health and Social Security express an interest in the planning application.
The Isle of Man Fire and Rescue Service recommend that the applicant contacts them to discuss the provision of appropriate fire precaution measures.
The Disability Access Office recommends that the needs of disabled access be taken into account.
Planning Policy
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
In terms of local plan policy, the application site is within an area recognised as being within predominantly residential use under the Braddan Parish District Local Plan. There are no policies with Planning Circular 6/91, the written statement that accompanies the local plan, which are considered specifically material to the assessment of the planning application.
Assessment
The development proposed by the planning application comprises extension to the church hall with associated outdoor decking area. The impact of the proposal is quite limited due to its position to the rear of the building and its overall extent. As such it is concluded that the proposed development is acceptable.
It is recommended that the planning application be approved.
Party Status
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
- Braddan Parish Commissioners; and
- The Department of Transport Highways.
It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
- The Department of Health and Social Security;
- The Isle of Man Fire and Rescue Service; and
- The Disability Access Office.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s P01 date stamped the 21st September 2007 and P02 rev. A date stamped the 23rd October 2007.
