Officer's Report
The Site
The site represents the domestic curtilage of an existing dwelling situated on the south eastern side of Shore Road as it runs between the two new residential estates - Cleiy Rhennee and Broogh Wyllin on the western side of the Main Road. The property is one of the larger houses within Cleiy Rhenee.
Planning Status
The site lies within an area designated on the Kirk Michael Plan of 1994 as Predominantly Residential.
Planning History
The development was permitted under PA 95/0057 and 97/0264. No subsequent applications have been submitted in respect of this property.
The Proposal
Proposed now is an extension to the south western side of the property incorporating a garage to replace that being converted into an en-suite bathroom and utility room, with an extended study/lounge behind and above there will be a new master bedroom with en-suite bathroom. The ridge will be extended by 4.7m at full height.
Representations
Department of Transport Highways and Traffic Division raise no objection to the application Department of Transport Drainage Division recommend that no surface water is discharged to the main sewer Kirk Michael Commissioners indicate that they have no objection to the application.
Assessment
The proposed extension can comfortably be accommodated within the site and as the extension is on the south western side of the property it is well away from other properties within the estate yet still some distance from the top of the broogh overlooking Glen Wyllin. The extension brings the property closer to the estate road but there is still 4.5m between the closest corner of the house and the road and this is comparable with the distance from the road of the newer houses on the other side of Shore Road.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the extension and alterations shown in drawings 277/1/1, -/2, -/3, -/4 and -/5 all received on 21st September, 2007.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. There must be no discharge of surface water to the main foul sewer.
