The site represents the curtilage of an existing detached house situated to the north of Malew Parish church yard, to the west of the A3 Malew Road and to the south of the A7 Ballasalla - Ballabeg Road. The site accommodates the house which is a substantial building, with garaging and permission was recently granted for a new triple garage to the east of the property (PA 07/0399).
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance.
The following applications have been submitted in respect of this site:
PA 94/1491 - alterations and conservatory - split PA 95/0919 - erection of conservatory with integral swimming pool - permitted PA 95/1593 - replacement of flat roof with pitched roof - permitted
PA 97/1180 - change of use of ground floor from residential to office - refused at review PA 02/1725 - erection of barn and stables - split PA 02/2440 - erection of agricultural barn - permitted PA 04/1162 - first floor extension and conversion of existing garage to tourist/guest accommodation - permitted PA 06/1588 - erection of garden room and extensions - permitted PA 06/2229 - erection of detached triple garage with living accommodation above - refused PA 07/0196 - erection of replacement entrance steps and creation of first floor doorway and balcony to front elevation - permitted and PA 07/0393 - alterations to roof - permitted PA 07/0399 - erection of triple garage - permitted.
Proposed now are alterations to the dwelling in the form of:
a) the creation of a fire escape from the side of the house down in front of the existing single storey annex on the western side of the house b) replacement of the existing window in the western elevation with an access door to service the fire escape c) infilling between the two roof pitches to provide internal headroom to link the roofspace accommodation and better utilise the attic space d) installation of 3 conservation type rooflights in the rear elevation and e) the installation of an internal staircase from the first to the second floor.
Malew Parish Commissioners indicate that they have no objection to the application
The Isle of Man Fire and Rescue Service indicates that they recommend discussion regarding the internal layout, which is a matter for Building Regulations.
The proposed changes to the roof will have a very limited impact on the appearance of the property. The fire escape is a substantial addition to the building and will affect the appearance of the front elevation. However, this is almost a free-standing structure and does not alter the form or massing of the house. The public view of this change is from some distance and as such I do not consider that this has an adverse impact.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Isle of Man Fire and Rescue Service raises issues relating to the Building Regulations and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and addition of fire escape as shown in drawings 1270-01D and -02A both received on 6th August, 2007.
N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
