The property the Manx Arms, 27 Main Road, Onchan, is a three storey attached property which is located on a corner plot with the Main Road to the south and Avondale Road to the east.
The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of mixed use; the site is not within a Conservation Area.
PROPOSAL
The application proposes the refurbishment of public house including improvements to front and rear entrances, provision of smoking shelters and disabled toilet accommodation.
REPRESENTATIONS

The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Disability Access Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Manx Electricity Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Whilst the application proposes a number of alterations to the existing property and site, all are rather modest proposals, which will have no adverse impacts upon the street scene, or upon the neighbouring properties. The proposals will vastly improve the appearance of the pub and therefore will be beneficial for Onchan Village.
For these reasons the proposals would be appropriate in these locations and therefore my recommendation is for an approval

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 4143-LP, 4143-SP, 4143-1, 4143-2, 4143-3, 4143-4, 4143-5 and 4143-6 all received on 16th August 2007.
C 3. The roof(s) must be finished in dark natural slate.
N 1. This type of property falls within the scope of the Fire Precautions Act 1975 and as such a Fire Certificate has been issued, therefore the applicant must consult with the Fire Safety Department prior to any work being carried out.
N 2. The applicant is advised to consult Disability Access Office with regard to the needs of disabled users within the site.
N 3. There are Underground Cables/Overhead Lines present in the area indicated in you Planning Application. Please contact our Network Operations Department, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
Contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 & GS6.
