Officer's Report
The Site
The site represents the residential curtilage of an existing rural dwelling situated south east of the town of West Baldwin and is accessed from the B21 road.
Planning Status
The site lies in rural land under a kilometre from the village of West Baldwin and borders adjoins an area of designated woodland as defined in the Isle of Man Planning Scheme (Braddan Parish Plan) 2003. The site also lies less than 500 metres to the west of an area of ecological interest as designated in the same plan.
Planning History
The following applications have previously been made with regards to this site;
Under PA 95/01685/B alterations and improvements to existing agricultural buildings was permitted.
Under PA 00/01877/B alterations and an extension to a dwelling was permitted. Under PA 06/00038/B the erection of an agricultural barn to replace the existing barn was permitted.
Under PA 07/00193/B the creation of new vehicular access and a track was permitted.
The Proposal
Proposed is the installation of French doors with sidelights to replace the existing sectional roller shutter doors on the front elevation of the garage/store/games room building.
Representations
The Department of Transport resolved that a site visit would be required before they could comment on the application.
Assessment
The replacement French doors compliment the appearance of both the existing windows on the front elevation and the approved windows to be installed on the end elevation. The proposed French doors would have the same section of glazing bars as the existing windows on both the front elevation and one of the end elevations as well as the windows already approved for the other end elevation. The loss of parking amenity is compensated by the ample parking land in and around the dwelling. Given that the proposed doors should preserve and enhance the appearance of the building to a greater extent than the existing doors, I recommend this application be approved.
Party Status
The Department of Transport (Highways Division) and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2006, considered "interested persons" and as such should be afforded party status.
