The site lies on the eastern side of the A3 Ballamodha Straight between a lane leading to Cly na Mona and to the north of the A34 Phildraw Road. The site accommodates an existing dwelling and a studio (formerly a dwelling) opposite.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is, not designated for development.
Planning permission was sought for the following:
The bungalow was permitted, following two refusals (IDO 28783 and 42015), under 83/0688 in principle and 85/1527 in detail where both properties were to be retained in the same ownership. The smaller, older cottage is shown in this application was having a garage and store, two bedrooms, bathroom, living room and kitchen. Planning permission was then granted for the construction of the garage and a replacement sun lounge on the bungalow under PA 95/0101.
PA 07/0583 - demolition of existing older cottage and erection of garaging with accommodation above - permitted
PA 07/0584 - erection of extensions to newer dwelling - permitted.
Proposed now is a scheme of extension but rather than the two storey extension as was proposed and permitted under PA 07/0584 and enclosure of the northern end of the existing bungalow
The Manx Electricity Authority recommend the attachment of a note to any approval, relating to working practices around existing electricity supplies
Malew Parish Commissioners indicate that they have no objection to the proposal
The Isle of Man Fire and Rescue Service indicates that the applicant should liaise with the fire service regarding means of escape from the new bedrooms.
The proposal will result in less of an impact than the previously permitted scheme and in any case is well screened from the public view. There are no adverse impacts on the appearance of the property as a result of the proposed alterations.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.
Manx Electricity Authority refer to working practices which are not planning consideration and as such should not be afforded party status in this instance

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings 1552/06/01, -02, -2B and -04 all received on 6th July, 2007.
N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
N 2. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
