General Policy 3
General Policy 3 from the Isle of Man Strategic Plan (2007) supports development in unzoned areas if appropriate. The officer assessed the proposal as appropriate in the High Landscape Value area due to minimal visual impact from screening, small scale, and subservience to existing agricultural structures.
Environment Policy 2
Environmental Policy 2 protects areas of scenic significance. Despite the site's High Landscape or Coastal Value zoning, the officer found the extension and turbine acceptable as they would not harm visual amenities, with the turbine blending into the landscape and being less prominent than approved buildings.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the submitted documents and drawings 300-01 and 300-02 all received on 18th July 2007.
Agricultural use only
The building must only be used for agricultural purposes.
Matching materials
The external finishes of the extension must match those of the existing building in all respects.
Turbine removal if redundant
In the event of the wind turbine erected under this approval becoming redundant they must be taken down along with all ancillary infrastructure and be removed from the site within 3 months of the cessation of use and the land restored back to agricultural use.
Turbine colour
The wind turbine is to be finished with a colour coated grey colour.
Do not oppose
Manx National Heritage does not object but raises concerns about the visual impact of the 9m wind turbine in open countryside; Ballaugh Parish Commissioners have no objection to the building extension but object to the wind turbine due to its visual impact from the sea; Highways Division does not oppose.

Conditional No ObjectionWhile not objecting to this application, Manx National Heritage would draw the Committee’s attention to the siting of the proposed wind turbine.; In view of the recent round of planning applications in connection with new telecommunications masts, and the Committee’s attention to the effect of these in the Manx landscape, we would ask the Committee to consider the appropriateness of locating this 9 metre tower in the open countryside.
Ballaugh Parish Commissioners
Objectionhave no objections to the proposed extension to the existing agricultural building, but consider the proposed wind turbine will be highly visual when viewed from the sea from the west side and therefore will have a detrimental visual impact on the surrounding environment.
