The application site lies to the east of the Harbour in Peel, and forms the Viking Longhouse building which is currently being renovated and converted to provide residential accommodation.
The site is located within an area zoned as Mixed Use in the Peel Local Plan and is within the Peel Conservation Area. The following Strategic Plan Policy is considered relevant to this application:
Environment
Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
There have been a significant number of previous applications relating to the site, the following of which is considered relevant to this application:
PA 06/01029 - Refurbishment of Viking Longhouse and Harbour View and conversion, plus new buildings to form 25 apartments and 3 commercial units, to include associated parking, access points and services (Re-submission) to provide parking spaces and access steps to St Peter's Lane and alter garden boundary, Quirks Coal Yard, Smithy Site, Viking Longhouse And Harbour View East Quay, Peel. Approved 26th October 2006.
PA 07/00824/D - Provision of sign writing on front elevation, Viking Longhouse East Quay, Peel, Isle of Man. Approved 23rd August 2007.
PA 07/00924/B - Alterations, creation of a dormer to unit 4 and conservatories to units 23 & 24, Quirks Coal Yard, Smithy Site, Viking Longhouse And Harbour View East Quay, Peel. Refused 23rd August 2007.
The application seeks approval to combine units 5 and 8, 13 and 16 and 19 and 22, all previously two bed roomed units, to form three, three bedroom apartments. In addition, it is proposed to re-allocate parking spaces and insert a staircase to the Net Loft. Following the previous application (PA 07/00924 refers) a revised design for a proposed conservatory to the Viking Longhouse has also been submitted. In addition an accurate elevational drawing has been submitted to represent the works carried out to the front elevation with regard to amendment to window details and the introduction of 'Juliet' balconies. These amendments were introduced at the time of construction.
Peel Town Commissioners advise that they recommend the application be approved and the Chief Fire Officer makes comment in relation to the Flats Regulations. No other comments have been received.
The proposals in relation to internal alterations to units 5, 8, 13, 16, 19 and 22 are considered to be acceptable.
With regard to the proposed conservatory, the previous application (PA 07/00924 refers) proposed a conservatory to the front elevation that presented a side rather than gable elevation to the front elevation. This was refused on the following grounds:
"1. The proposed conservatories to Units 23 and 24, by reason of their location, orientation and design would detract from the character of these prominent buildings within the Peel Conservation Area."
The conservatory proposed now to Unit 23, would present a gable elevation to the front, quayside elevation, which it is considered is more acceptable within the streetscene and would not detract from the character of the building within the Conservation Area.
The Conservation Officer has been consulted and whilst his preference would be that a conservatory is not added to this elevation, given the location and design, he considers the proposal to be acceptable.
It is further proposed to construct a small dormer to the St Peters Lane elevation to provide headroom to the stairwell, which is considered to be acceptable.
It is recommended that the application be approved.
It is considered that all parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status with the exception of the Chief Fire Officer.

C 3. Prior to the commencement of works in relation to the conservatory details of the materials to be used, must be submitted for consideration and approval by the Planning Authority.
