No CommentThere have been many attempts to squeeze-in extra dwellings around the village cluster of Glen Maye due, in part, to the poor quality draftsmanship of the Sector Plan. Thankfully nearly all have been refused. We think this one should be too...unless it is excepted and accepted as a farm dwelling with occupancy condition.; Defer pending site visit.
The original application for approval in principle to erect a dwelling on a pasture field adjacent to Glen Maye was refused by the Planning Authority. Appellants argued the site was within a residential envelope per the Western Sector Plan, constituted infill/rounding off, and qualified as a farmer's retirement dwelling without occupancy restriction. The Council defended refusal under Strategic Plan (SP) General Policy 3 for land outside zoned areas, noting outdated Sector Plans and insufficient agricultural need evidence. Inspector concluded the site was unzoned (woodland per 1982 plan), rejected infill/urban extension claims, found no policy support, and dismissed agricultural exception due to inadequate need demonstration and refusal of occupancy condition. Appeal recommended for dismissal.
