The Site
The site represents the domestic curtilage of an existing semi-detached house which sits on the southern side of Erin Crescent. The property is two storey and backs onto a terrace of two storey dwellings which sit higher than the application site. The property is a two storey house with attached garage and utility room which stretches the full depth of the house.
Planning Status
The site lies within an area designated on the Port Erin Local Plan of 1990 as Predominantly Residential.
Planning History
Planning permission was first granted for the house and the surrounding development under PA 01/1720 and amended under PA 03/1219. No subsequent applications have been submitted in respect of this site.

Proposed now is an upward extension of the garage and the erection of a conservatory. The extension over the garage will rise to just under - 0.2m the height of the main ridge and at the front the extension will be set back from the main frontage of the house by 0.6m. A cavity wall will be introduced into the garage but still maintaining sufficient space to comfortably park a vehicle and will space to get in and out.
The conservatory is to be introduced on the rear elevation and will project just over 3m into the rear garden and be 3.3m in width and 2.72m in height to the ridge. This could be erected under the provisions of the Town and Country Planning (Permitted Development) Order 2005 without planning permission if it were built before the property is extended over the garage.
Representations
Fire Prevention Officer recommends the installation of domestic smoke detection.
Port Erin Commissioners recommend approval.
Assessment
The proposals are of a standard domestic scale and appearance and are not objectionable. The upward extension will increase the massing of the property but not to an objectionable scale or extent. The conservatory, whilst extending the property rearwards, is lower than the properties behind and as such there should be no adverse impact on these properties as a result.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.
